Vision -

1.
Admissions shall be made through On-line Off-Campus counseling by NIC.
2.
To prevent the candidates from the stress of multi entrance tests, the
State of Haryana has decided not to conduct separate state entrance test
CETMBA-2006 for admissions to AICTE approved 2 Year MBA Programme offered by
Universities through their designated departments, Govt. /Govt. aided/private
unaided institutions located in the State and to make
admissions on the basis of the inter-se merit of highest composite score
obtained by a candidate in any of four valid MAT conducted by AIMA.
3.
Registration fee for counseling for MBA course is Rs. 300/- only and
shall be deposited by the candidate through cash/cheque/draft
in the account of State Counseling Board in any of
the Centralized Banking Solution(CBS) branch of Punjab National
Bank in Account No.

CHAPTER : 2
GENERAL INFORMATION
2.
This Admission Brochure and Registration Form is for admission to MBA
course for the Academic Year 2006-07 only. Its contents are subject to change
without prior notice.
3. Nothing contained in this Admission Brochure should be construed to convey sanction or cited as an authority for which University regulations alone are applicable.
4. The admission to All India Category seats of MBA course of CCS HAU, Hisar, shall be filled up by ICAR.
5. Haryana Residents, are also entitled to register for admission against All India Category seats.
6. The private unaided institutions shall make admission against NRI Quota seats (fixed, if any, by the institute) on merit before 31.7.2006 and shall update the same. The vacant/ leftover/ unfilled seats of NRI Quota will be converted and merged into All India Open Category seats and shall be filled by NIC in the 2nd counseling.

The private unaided institutions shall make admission against
vacant / unfilled / left over seats in the 4th counseling on the
basis of the inter-se-merit of MAT by AIMA
& in the 5th counseling on the basis of MAT by AIMA/
Qualifying exam on first come first serve basis at their own level.
These admissions are open for supervision and monitoring of State
Admission Committee under the Chairmanship of Mr. Justice R. K. Nehru (Retd.)
constituted by the State Govt. in pursuance of the judgement dated 14.08.2003 of
Hon’ble Supreme Court of India in Writ Petition (Civil) No. 350 of 1993
(Islamic Academy & Anr. vs. State of Karnataka & Ors.).
8. The decision of the State Counseling Board(SCB) in all matters relating to the admissions shall be final.
9. After the verification of certificates / documents / testimonials and admission, the original certificates / documents / testimonials will be returned to the candidates. However, the attested copies (two sets of each certificate / document / testimonial) will be retained.
10. If a candidate is admitted on the basis of the information submitted by him / her, which is found to be incorrect or false later on, his / her admission will be cancelled and all fees and other dues paid by him / her shall be forfeited. The University / Institute may also take further action, as deemed fit, against the candidate and his / her guardian in accordance to law.
11. If the University authorities are not satisfied with the character, past behavior and antecedents of a candidate, they may refuse to admit him / her in the University / Institute. In order to ensure academic standards, discipline and peaceful atmosphere in the University / Institute, the Vice-Chancellor of the university concerned may cancel the admission of any student for a specified period.
12. If a candidate takes admission against one category and later on wants admission against another category, then the admission made earlier would be cancelled and the seat so vacated would be offered to the next candidate. The fee would be deducted in accordance with the relevant clauses mentioned in chapter 6.
13. Canvassing in any form is strictly prohibited. Further, if any candidate, person or official engages himself / herself in any act that results in the use of unfair means in this counseling, he/she shall be liable to prosecution under relevant law, including the Indian Penal Code. Candidates indulging in any such activity and / or canvassing may also be denied admission.
14. Candidates seeking admission in private unaided institutions are advised to ensure that they are lawfully admitted failing which, they shall not be registered by the affiliating Universities and they themselves shall be responsible for any such lapse.
15. All disputes pertaining to counseling for making admissions to MBA course for the session 2006-07 are subject to the jurisdiction of Chandigarh only. The State Counseling Board (SCB) shall be the legal authority in whose name the State may sue or may be sued for this purpose. No suit, prosecution or other legal proceedings shall lie against the State of Haryana or any officer of the State Govt. or the NIC or State Counseling Board, for anything which is in good faith done or intended to be done for the purpose of on-line off-campus counseling.
16. All the rules and regulations for submission of migration certificate by the candidates who have passed the lower examinations from other Universities / Boards will be applicable as per the rules of the concerned university.
17.
Ragging in educational institutions is banned and any one indulging
in ragging is likely to be punished appropriately, which may include expulsion
from the institution, suspension from the institution or classes for a limited
period or fine with a public apology. The punishment may also take the shape of (i) withholding
scholarships or other benefits, (ii) debarring from representation in events,
(iii) withholding results, (iv) suspension or expulsion from hostel or mess, and
the like. If the individuals committing or abetting ragging are not/cannot be
identified, collective punishment can be awarded to act as a deterrent.
The following
will be termed as the act of ragging: any disorderly conduct whether by words
spoken or written or by an act, which has the effect of teasing, treating or
handling with rudeness any other student(s), indulging in rowdy or
in-disciplined activities which causes or is likely to cause annoyance, hardship
or psychological harm or to raise fear or apprehension thereof in fresher or
junior student(s) or asking the student(s) to do any act or perform something,
which such student(s) will not do in the ordinary
course and which has the effect of causing or generating a sense of shame or
embarrassment so as to adversely affect the
physique or psyche of a fresher or a junior student.
Chapter : 3
Eligibility for Admission
Minimum Academic Qualifications for MBA :
Should be a Bachelor’s or Post Graduate Degree in any discipline from a
recognized university or an examination recognized as equivalent thereto by KU,
Kurukshetra, Maharishi Dayanand University, Rohtak, Guru Jambheshwar University,
Hisar, Hisar and Ch. Devi Lal University, Sirsa, Sirsa as the case may be with
not less than 50% marks in aggregate (minimum pass marks in case or SC/ST
candidates)
OR
Pass in Final Examination conducted by
Institute of Chartered Accountant of India/Institute of Costs and Works
Accountants of India/Institute of Company Secretaries of India.
However in case of CRSCE, Murthal
1ST class (60% marks if division is
not mentioned) in :
B.Tech./BE/AIME
OR
MCA/M.Sc.(IT), M.Sc. (Computer Sc.)
OR
M. Sc.
(Physics/Mathematics/Statistics/Economics)
OR
MA (Economics/Psychology/Mathematics) and
M.Com. The candidate must have
Mathematics or Statistics at Graduate level.
Note:
1.
Mere possession of the prescribed academic
qualifications does not entitle a candidate for admission to MBA course.
Candidates would be required to fulfill other conditions as spelt out in the
Admission Brochure.
2.
Candidates, who are appearing in the
qualifying examination this year and are expecting to pass the same, can also
compete for counseling for MBA, but they would be considered for counseling for
admission, if they fulfil minimum eligibility criteria.
3.
Eligibility shall be seen on the day of
counseling i.e. a candidate may not be eligible on the 1st day of counseling but
may be eligible on subsequent days of counseling due to what- so-ever reasons.
He/she shall be considered for counseling on the day he/she proves his/her
eligibility against the available seats at that point of time.

a) As on date no reservation is being followed in compliance to the judgment dated 12-8-2005 of Hon’ble Supreme Court in P.A. Inamdar Case except not exceeding upto 15% for NRI seats at the discretion of the management subject to following two conditions:

seats should be utilized bonafide by the NRIs and their children or wards.

The merit
should not be given a complete go-by.

(iii) For private unaided Minority institutions –
As per P.A. Inamdar Case minority
institutions are free to admit students of their own choice including non
minority community as also members of their own community from other State, both
two are limited extent only and not in a manner and to such an extent that their minority educational
institution status is lost. If they
do so they lose the protection of article 30(1).
i.

1.
Change, if any, shall be applicable at the time of counseling.
2.
Only the candidates having the permanent disability of not less than
40% (being otherwise fit for admission to the course) will be considered for
admission as Physically Handicapped. Disability certificate must be issued from
Chief Medical Officer of the concerned District. However, the certificate shall
be subject to verification by a Medical Board constituted by the affiliating
university for the purpose. The decision of the Board shall be final. Physically
Handicapped candidates belonging to Haryana are required to submit the handicap
certificate as per Annexure-VII at the time of counseling.
3.
If the reserved seat(s) of SC Block-A remain vacant, these will be
filled up from SC Block-B and vice-versa. The
same procedure/criteria will apply to Backward Classes also.
4.
Candidates claiming reservation under Scheduled Caste (Block ‘A’
& ‘B’) will submit the certificate as per Annexure-IV and Backward Class (Block ‘A’
& ‘B’) will submit
the Certificate on the prescribed proforma as per Annexure-V.
The parents of BC candidates (Block A & B) for benefit of reservation
for their ward shall also have
to furnish an affidavit to the effect that they are not
covered under the criteria
of creamy layer, as per
annexure VI at the time of
counseling. The said affidavit shall be furnished by both father and mother of
the candidate.
5.
Children &
Grand-Children of Freedom Fighters of Haryana are required to submit a
certificate from the Deputy Commissioner of the concerned District as per
Annexure-VIII at the time of counseling.
6.
Wards of
Ex-Servicemen of Haryana
are required
to submit
the certificate as
per Annexure-IX in case of
deceased/disabled and Annexure-X in case of discharged or serving personnel,
whichever is
applicable, at the time of counseling.
7.
If the number of seats in any particular category is not a round
figure, 0.5 or above will be taken as one and less than 0.5
shall be ignored,
except that
in Physically Handicapped, Children
& Grand-children
of Freedom
Fighters and
Ex-Servicemen and their
Wards Categories, at least one candidate will be admitted from
all the three categories in
total, even if the share is less than 0.5 seats provided the number of
sanctioned intake in the particular course is 30 or above.
8.
Number of reserved seats shall not exceed more than 50% of the State
Quota Seats. For that, even a
fraction of more than 0.5 is to be ignored under 7 above.
9.
A candidate, who applies for reserved category or for both reserved
and general categories, will be considered first in general category. In case,
he/she does not get a seat of his/ her choice in general category, then he/she
will be considered for reserved category as applicable.
Counseling
The
state of Haryana has taken a lead and decided to make online off campus
counseling with following objectives

To bring 100% transparency in seats allotment and admissions.

To build strong public interface to minimize travel burdens on the
students & their parents for counseling.
·
Providing enough time to students for submission, change, delete,
re-ordering of multiple choices from anywhere any time.
·
Availability of required information, queries, reports at different levels
through the counseling website.
·
Centralized database and centralized monitoring.
·
Paper- Less counseling.
·
Secured and controlled data access at every level.
6.2 Strategies
To
achieve the said objectives, a web site www.tehadmissions.gov.in
shall be launched by National Informatics
Centre (NIC), the premier Science & Technology organization of Government of
India under Union Ministry of Information Communication & Technology. NIC
has been entrusted to accomplish the task of Software development, testing &
implementation of Web based Online off campus counseling for admissions to all
AICTE approved technical courses being run in all technical institutions in the
State. NIC has been successfully developing and implementing
the online counseling for AIEEE rank holders in the country for last 4-5
years. The website shall comprise of all procedures, instructions and guidelines
for counseling & students(Counselees), information of all entrance exams,
data records of all candidates seeking admissions to different courses with the
ranks obtained by them in respective entrance exam.. sub links of the portal and
their functions shall be

6.3
Functionality
6.3.1. Registration
in case of MBA course by the candidates/counselees on the website after
deposition of prescribed fee of Rs. 300/- in any of the CBS Branch of P.N.B. and
generation of unique-ID for subsequent logins.
6.3.2. Provision of seeking information and submission of choices will
be; various messages are flashed on computer screen for step-by-step guidance.
6.3.3. The web portal shall

6.4
Procedure
6.4.1.
The result of highest composite score obtained in four MATs conducted by
AIMA in September 2005, December 2005, February 2006 and 7th May,
2006 shall be obtained from AIMA and will be made available after resolving the
tie, if any, on the counseling web site www.tehadmissions.gov.in
and shall also be available on sub links http://scbh.nic.in/test
6.4.2.To participate in MBA
counseling, it is mandatory for every candidate to register himself/herself
through counseling website. www.tehadmissions.gov.in.
Candidates
could register themselves from the premises of any of the Participating
Institutions (PIs) and also from any Internet point of their choice. The list of
PI s , seat matrices with contact addresses shall be available on this website http://scbh.nic.in/counseling.
6.4.4.
Before registration in case of MBA course,
every candidate, irrespective to his category, will have to deposit counseling
fee of Rs. 300/- only in cash/ cheque/ draft
in the designated branches of the designated bank (list of bank branches
with their addresses is
available on the web site http://scbh.nic.in/counseling .) This fee must be
deposited on the prescribed format which is available in the Admission brochure
and can be downloaded. The complete particulars are to be filled at the required
place about the fee deposited in the designated bank.
6.4.5. For
successful registration, the candidates shall have to provide the information
correctly at the required place.
6.4.6. On
registration, an unique registration ID number will be generated by the system,
that have to be used in future
logins, you may keep records of the unique ID.
6.4.7 Candidates
are advised in their own interests to remember this unique-ID and keep it highly
secure/secret, to avoid misuse by another candidates, for which NIC/SCBH shall
not be responsible.
6.4.8
Forgotten ID Option will help to regenerate/change the forgotten unique ID.

6.4.10
Procedure for submission of choices or seeking other information is through a
menu-driven interface. It guides the candidates through appropriate online
messages to have smooth operations.
6.4.11.
Information relating to institutions offering B.E/B.Tech./B.Arch. courses and
Categories (AIO, HOGC, NRI, SC-A, SC-B, BC-A, BC-B, ESM, FF, girls, boys etc.
will be accessible through corresponding dropdown menu for the purpose of
exercising choices as well as for knowing their competitive standing for their
preferred choices amongst the logged-in candidates.
6.4.12.The
State of Domicile, Category (AIO, SC-A, SC-B, BC-A, etc.), Physically
Handicapped, Children/Grand Children of Freedom Fighters, Ex-Service Man, etc.),
Gender (Male/Female), Rank, etc., will automatically appear as per the data of
the candidate available. Candidates are not permitted to change the Master Database Entries in case
they find any discrepancies. Changes in this regard could be made only through
SCBH (State Counseling Board Haryana).
6.4.13.In
case of discrepancies, the candidates are required to bring the same to the
notice of NIC/SCBH officials for the rectification of the same well in time,
otherwise such discrepancies may lead to cancellation of the allotted seat.
6.4.14.Exercising
of Choices by Candidates will be allowed only during the Mock Counseling Period,
as mentioned in the counseling schedule for different courses. During Mock
counseling choices could be changed any number of times
6.4.15.Choices
submitted by the Candidates will be processed on every alternate day during the
Counseling Period and an Indicative Seat Allocation will be made to the
Candidates.
. 6.4.16.Based
on the above indicative seat allocation, Candidates are allowed to
Add new choices, Delete unwanted choices, Interchange/Re-ordering choices
during the Counseling Period.
6.4.17.After the end of the Mock Exercise, the Candidates will be allowed
for the final submission of their Choices and locking them during actual
counseling (as per counseling schedule) through their allotted password./Unique
ID at the time of registration.
. 6.4.18.The
candidates will be cautioned at various web interfaces, that without locking of
their submitted choices during the actual counseling, their choices will not be
processed for the allotment of the seats.
6.4.19. Provisional
allotment of seats will be published on the website (as per counseling schedule)
6.4.20.Candidate
will be allowed to generate / print the provisional seat allotment letter for
taking admission from the website.
6.4.21.The
candidates are required to report to their respective allotted institutions
within the specified period (as per the counseling schedule) along with the
documents/testimonials/certificates/proof of deposition of Rs. 300/- in the
designated bank and non-refundable admission fee amounting to Rs. 2500/-..
If candidates are not reporting within the above period, their allotted
seats will be cancelled and the candidate will not have any claim of the seat
what so ever.
6.4.22
The participating institutes, through an exclusive IP enabled interface (secured
& controlled) will make the admissions as under:
a) Verification of the credentials of the candidate will be done by the respective Institute at the time of reporting/joining/taking admission by comparing the original certificates with the online accessible database entries of the candidate. Any entry or information filled/ made by the candidate, if found to be false, shall entail automatic cancellation of admission beside rendering liable him to such action as university / SCB may deem proper
b) In case, the candidate, is found eligible for admission, the candidate will be required to pay the requisite fees of Rs, 2500/- only not refundable and not transferable and complete other admission formalities. The candidate shall be given the receipt of this fee. The remaining fee as per the notified fee structure by the State fee Committee shall be deposited by the candidate in the institution after completion of admission processes (i.e. at the time of start of session). In the event of change of Institution/discipline by the candidate during the subsequent counseling this token fee of Rs. 2500/- shall be forfeited.
c) On the day of completion of each counseling and subsequently on joining of candidates/getting admission thereto, the Institution will update the vacancy position on their website, to enable the NIC, to update the total seats thus available to the candidates in the subsequent counseling (strictly as per the counseling schedule) before the start of the next counseling.
6.4.23 The Candidates, irrespective of whether they have been
allotted a seat or not allotted a seat or could not join the
allotted institution or could not be able to participate in the earlier
counseling will be considered to participate in the second phase of counseling
against the available vacant seats, declared vacant by various institutions on
the counseling website and compiled by the system (as per counseling schedule)
6.4.24
The candidates, who would like to upgrade their earlier allotted seats, will
also be permitted to participate in the subsequent counseling, provided they
give a declaration, while they are getting themselves registered for the
subsequent counseling, to the effect that they would be vacating the seat
allotted to them in the previous counseling, with the forfeiture of their token
fee of Rs. 2500/- deposited in the Institute in the event of getting the choice
seat/institutions in the subsequent
counseling .
6.4.25.
To participate in subsequent counseling, candidates will have to register again
without paying the amount of Rs. 300/- , on the website. Admission procedure
shall remain the same for locking of final choices etc.
6.4.26.
While displaying the status of availability of seats, the number of seats
available in a specific branch of an institution will be shown in Green
colour.
6.4.27
The non-availability of the seats in a branch of an institution will be
indicated as ‘0’ seats in Red colour.
6.4.28.
The number of seats, thus, likely to become vacant, by the earlier allotted
candidates, will be displayed in Yellow
Colour, indicating the seats available for allotment in case they are vacated by
previously allotted candidates.
6.4.29
The seats shown in Yellow
colour are also now available for exercising choices by interested candidates.
An indication for these seats will be given to candidates that these seats are
available for allotment only if the
seat is vacated by previously allotted candidate, in case, he could get his
choice in the subsequent allotment
6.4.30
.After the end of the counseling period and locking of their choices, the
candidates will be allotted seats as per the process indicated earlier as per
counseling schedule.
6.4.31
The candidates are required to report to the allotted institutions for
completion of admission formalities as mentioned above.
6.4.32
The first counseling will be common for all the candidates. A candidate, who
apply for reserve category or for both reserve and General Category will be
considered first in the All India category and
then in General category. In case, he/she does not get a seat of his/her
choice in above categories, then only he/she
will be considered for reserved category ,as applicable, as the case may be.
6.4.33
The vacant/unfilled/left over seats of Reserved Categories of Haryana after 1st
counseling will be inter- converted
and merged i.e. SC-A into SC-B and vice versa and same for BC and Boys &
Girls etc.
6.4.34
As per counseling schedule, the 3rd counseling (for reserved
categories) shall be conducted only if seats in reserved categories are
available.
6.4.35
After 3rd counseling ,the vacant/un-filled/leftover reserved
categories seats shall be converted ,merged and released
for general categories which will be filled by the respective
Institutions( strictly as per 4th
counseling schedule) on the basis of merit of entrance test, with compete
transparency and in the true spirit of the relevant decision(s) of the .Hon’ble
Court(s).
6.4.36.
After the 4th counseling, the seats still remaining vacant, if any,
shall be filled by the Institute on the first cum first serve basis on the merit
of entrance test/ merit of qualifying exam, provided the candidates meets
with/fulfill the eligibility
criteria as specified above.
6.4.37 From 11.8.06 onwards i.e. after the start of the session,
the candidates are required to deposit the full fee of the first semester
of the institute, in which he has got admission / joined, as prescribed by state
fee committee after adjusting a token fee of Rs. 2500/- if
the candidate has not upgraded his choice of branch / institute in the second
and third counseling. In the event
of candidate’s upgrading his choice of institution and the seat thus remaining
unfilled in the concerned institute, no fee shall be refunded to the candidate
by the concerned institute..
6.4.38 After the completion of all formalities, including
verification of certificates / documents / testimonials and admission, the
original certificate / documents / testimonials will be returned to the
candidates. However, the attested
copies (2 sets of each certificate / documents / testimonials) will be,
submitted by the candidate at the time of admission, retained by the institute.
6.4.39
The eligibility criteria of candidates will be adjudged on the day of the
particular counseling subject to verification of documents/credentials at the
time of admission in the institute.
6.4.40.
All disputes pertaining to counseling for making admissions to the above
mentioned particular courses for the session 2006-07 are subject to the
jurisdiction of Chandigarh only. The state counseling board (SCB) shall be the
legal authority in whose name the
state may sue or may be sued for this purpose. No suit, prosecution or other
legal proceedings shall lie against the state of Haryana or any officer of the
state Govt. or the NIC or state counseling board, for anything which is in good
faith done or intended to be done for this purpose of on-line off campus
counseling.

The
candidates must ensure that they have generated the e-mail message/entry in data
table after finally locking of choice by the candidate, an e-mail message need
to be generated and should be transmitted to the SCBH at least until publication

Vide decision dated 12.08.2005 of
Hon’ble Supreme Court in Civil Appeal No. 5041 of 2005 in SLP 9932 of 2004 in
P.A. Inamdar and others versus State of Maharashtra.
“Every institution is free to devise its own fee structure but the same can be regulated in the interest of preventing profiteering. No capitation fee can be charged.”
Keeping in view the above judgement, the change in fee structure, if any, shall be accordingly implemented for the session 2006-07.
2. The amount of money, in whatever form collected from such NRIs, should be utilized for benefiting students such as from economically weaker sections of the society, whom, on well defined criteria, the educational institution may admit on subsidized payment of their fee. To prevent misutilisation of such quota or any malpractice, it will be for the committee constituted pursuant to Islamic Academy to regulate, till suitable legislation / regulations are framed by the State.

If any institutions charges any amount in excess as notified by
the fees committee the candidates are advised to bring it into the notice of
fees committee in writing to Justice (Retd.) R.K. Nehru at Room No.111, New
Civil Sect. Haryana, Sect.17, Chandigarh or to the Director Technical Education,
Haryana.SCO 38-39, Sect.17A, Chandigarh.

From 11.8.06 onwards i.e. after the start of the session, the candidates are required to deposit the full fee of the
first semester/full year ,as the institute may decide, in which he has got
admission / joined, as prescribed by state fee committee after adjusting a token
fee of Rs. 2500/- if
the candidate has not upgraded his choice of branch / institute in the
subsequent counseling. In the event
of candidate’s upgrading his choice of institution and the seat thus remaining
unfilled in the concerned institute, no fee shall be refunded to the candidate
by the concerned institute. The last date of collection of fee should not be
earlier than one week from the commencement of session.
5.
The institutes are free to charge from 11-8-2006 onwards, the specified
fee for Hostel and Transportation etc. as the case may be.
Chapter- 8
MAT RESULT
i)
The result of MAT conducted by AIMA on 7-5-2006 is likely to be declared
on or before 30.5.2006. The result of MAT conducted on 7-5-2006 shall also be
published in a few newspapers by AIMA and shall be made available on the website
of AIMA http://www.aima-ind.org
ii)
The result shall also be sent to the candidates by post by the AIMA.
iii)
The unique rank shall be assigned on the basis of highest composite score
obtained by a candidate in any of the four Entrance Test conducted on September,
2005, December, 2005, February, 2006 and 7-5-2006 by AIMA.
iv)
The AIMA assign the national ranking on the basis of the composite score
obtained by a candidate in the particular entrance test.
v)
That a candidate might have opted as the resident of a particular State
other than Haryana while appearing in any of the four MAT test conducted by AIMA
as mentioned above so he shall be assigned the ranking of that State besides the
National ranking by the AIMA. However
the same candidate may claim the resident of Haryana by virtue of his/her
fulfilling any of eligibility clause as per Appendix D,D1,D2 & D3
respectively. In that eventuality
the State ranking shall be rearranged. In case two candidates thus secure the
same State Ranking of Haryana, the following under mentioned criteria will be
followed to break-up the tie:
a.
The candidates who have secured higher marks in the aggregate of
qualifying exam. shall rank higher
in order of merit.
b.
The candidates who have secured higher marks in the aggregate of 10+2
exam. shall rank higher in order of merit.
c.
If there is a tie even after that ,all such candidates would be given the
same rank. However, if they all
wish to take admission in same institution and there is only one seat left, and
then additional seats would be created for that year only to provide admission
to the same rank holders.

Engineering/Management profession demands good physique and stamina.
An applicant who suffers from any organic defect or does not have sound
health so as to bear the strain of the course which must be heightened in
his/her professional life would be well advised not to take up the Engineering
Profession. He/she must fulfill the following medical standards.

directed to invite your attention to Haryana Govt.
letters noted in the margin
on the subject noted
above vide which the
instructions were issued
regarding simplification of procedure for obtaining the certificate of
Domicile for the purpose of admission to educational institution (including
technical/medical institution). The
matter has been reconsidered in the
light of judgment delivered by the
Hon’ble Supreme Court of India in
the case of Dr. Pradeep Jain
vs. Union of India and others reported as
AIR 1984-SC-1421, wherein it has been held that instead of the word
‘Domicile’ the word ‘Resident’ be
used in the instructions issued
by the State Government and
it has been decided to revise the Government
instructions. Henceforth, the following categories of persons would be
eligible for the grant of Resident Certificate: -
i) Candidates, who
have passed the examination qualifying there for selection in an institution
from a school/college in Haryana.
ii) Children / Wards (if
parents are not living) / Dependents: -
(a)
of
the employees of Haryana State posted in or
outside Haryana State or working on deputation;
(b)
of
the employees of the statutory bodies/corporations established
by or under an act of the State of Haryana who are posted in Chandigarh or in Haryana or outside Haryana.
(c)
of
the employees of the Government of India
posted in Chandigarh or in Haryana in connection with the affairs of
the Haryana Government;
iii) Children/wards (if
parents not living)/dependents of persons who after retirement have permanently
settled in Haryana and draw their pensions from the treasuries situated in the
State of Haryana.
iv) Children/wards (if parents
are not living)/dependents of pensioners of Haryana Government irrespective of
the fact that the original home of the retiree is in a state other than Haryana
or he has settled after retirement in or outside Haryana;
v) Children/Wards (if
parents are not living)/dependents of persons, who have permanent home in
Haryana and include persons who have been residing in Haryana for a period of
not less than 15 years or who have permanent home in Haryana but on account of
their occupation they are living outside Haryana;
vi) The wives of such persons
who are bonafide residents of Haryana irrespective of the fact that they had
belonged to any other State before marriage;
vii) Persons who were born in
Haryana and produce a certificate to that effect; provided that the
parents/guardians (if parents are not living) of persons belonging to any one of
the above mentioned categories are:
a)
Citizen of India;
b)
Produce an affidavit to
the effect
that they or their
children/wards (if parents are not
living)/dependents have
not obtained the benefit of Resident in any other State.
2. All candidates
claiming to be bonafide residents of Haryana should produce a Haryana Resident
Certificate signed by the District Magistrate/General Assistant to Deputy
Commissioner or Sub-Divisional Officer (Civil) of the District/Sub-Divisions to
which the candidates belong. Resident Certificates in respect of elsewhere or in
respect of the Children/Wards/Dependents of Haryana Govt. employees who
are posted at Chandigarh, Delhi or elsewhere or in respect of Children /Wards/
Dependents of pensioners of Haryana Govt. or in respect of the Children/Wards/
Department of the employees of the Government of India posted at Chandigarh or
in Haryana in connection with the affairs of Haryana Government, or in respect
of Children/Wards/Dependents of the employees and retirees of the Statutory
Bodies/Corporations of Haryana established by or under
an Act of
the State
of Haryana or a
Central Act
and located
at Chandigarh, Haryana or outside Haryana, should be by their respective
Heads of Departments.
3. Candidates seeking
admission in educational institutions (including medical and technical
institutions) located in Haryana, may not be required to produce Resident
Certificate, if they have passed the examination from a school/college situated
in Haryana. For this purpose, a
certificate of the Principal/Headmaster from concerned institution
where the children/wards studied last should be considered sufficient.
The Principal/Headmaster of the institution shall be competent to issue such
certificate, which should be sufficient.
4. If a candidate is
admitted on the basis of claim that he belongs to the State of Haryana but at
any subsequent time is discovered that his claim was false, the student shall be
removed from the institution, all fees and other dues paid up to the date of
such removal shall be confiscated. The Principal/Headmaster may take such other
action against the student and his/her parents/guardians as he may deem proper
in the circumstances of any particular case.
5. For the purpose of
uniformity for issuing certificate of Residence in the case of various
categories to be issued by the competent Authorities, proformas have been
prescribed which are enclosed herewith.
6. These instructions
may kindly be noted carefully for compliance and the receipt of this letter may

vide which the powers of issuing Haryana Resident Certificate was vested with
District Magistrate/General Assistant to Deputy Commissioner or Sub Divisional
Officer (Civil) of the District/Sub Divisions.
The matter has been
reconsidered by the State Government in view of the problems being faced by the
public in general and the students’ community in particular in obtaining a
resident certificate from the concerned authorities. With a view to improve the
existing system in public interest, it has been decided by the Government to
delegate powers of District Magistrates/City Magistrates/Sub Divisional Officers
(Civil) to Tehsildars to issue Haryana Resident Certificate to the claimant (s).
Henceforth the Tehsildars of Revenue Department are authorized to issue
Residents Certificates besides the aforesaid functionaries.
These instructions may be observed by
all concerned meticulously.

the procedure in the offices regarding issuing of Resident/Income Certificates
and the caste certificate to Scheduled Castes and Backward Classes”.
Sir,
I am directed to
invite your attention to Haryana Government letters Nos. 62/17/95-2G.S.III,
dated 03.10.1996, No. 22/51/93-3G.S.III, dated 12.08.93 and even No. dated
14.10.97 on the subject noted above wherein instructions regarding the caste
certificates (SC/BC/OBC), and Resident certificates have been issued.
The policy has been
reviewed keeping in view the various courts judgements and the hardships caused
to the individuals in obtaining above quoted certificates. Government is of the
view that the procedure be institutionalized by delegating powers at proper
level for ensuring speedy disposal of work without any harassment or
exploitation. The present modification of the policy also aims at simplifying
the procedure for obtaining certificate by an individual falling under the
reserved categories.
2.
The matter has been reconsidered in depth by
the State Government in view of the problems being faced by the Government
employees in obtaining these certificates. With a view to improve the existing
system in issuing various certificates, it has been decided by the Government
that henceforth Circle Revenue Officers (Tehsildar/Naib Tehsildar-cum-Executive
Magistrate) concerned will be authorized to issue Resident as well as Caste
Certificates (SC/BC/OBC) after getting the verification done through the
subordinate revenue staff in case of applicants residing in the rural area and
through the Executive Officer/Secretary of the concerned Municipal
Committee/Municipal Council/Municipal Corporation concerned in case of
applicants residing in urban area. It has further been decided that in case of
Haryana Government employees serving in the offices located at
Chandigarh/Panchkula and residing at Chandigarh/Panchkula, the Resident
certificates and caste certificate to SC/BC employees and for their children,
may be issued by their respective Heads of Departments also.
3.
The validity of Resident Certificate issued by
the competent authority shall be as long as the holder of this certificate
maintains his residential address in Haryana State.
4.
SC certificate once issued be valid as long as
the caste is not removed from the Schedule of the Constitution and BC
certificate shall be valid for life from the date of issue of the certificate or
till the applicant does not fall into creamy layer category as defined from time
to time. The applicant applying for BC certificate would also submit a self
declaration on simple paper that he does not fall under creamy layer category.
However, if the certificate has been obtained by fraud or misrepresentation or
concealment of facts or by some other means, the said certificate shall be
declared as invalid/non-st and benefit taken by the applicant will be withdrawn
and a criminal case shall be registered against the applicant misrepresenting
the facts as well as against the guilty officers/officials, if any. In addition,
Social Justice & Empowerment Department, Haryana is being, directed to
finalize the modalities and procedure to Constitute the Scrutiny Committee.
The files relating
to Caste and Resident certificate shall be retained for 10 years and Register
shall be retained permanently. The proformae of the application form, Register
and SC/BC certificates prescribed by the Government shall be followed by all the
Departments/Institutions in letter and spirit as it has come to the notice of
the Govt. that some Departments/Institutions demand such certificates in
proformae which are at variance with the proformae in which these certificates
are being issued by the competent authorities (Tehsildar/Naib Tehsildar/HODs).
It is, therefore, decided that the Departments/Institutions shall accept these
certificates only in the proformae in which these are being issued by the
competent authorities which have been prescribed by the Govt. itself.
5. To make institutional arrangements, it has also been decided that in future the Resident and Caste certificates will be issued to all the students studying in class 8th every year as per the time schedule given below :- To make institutional arrangements, it has also been decided that in future the Resident and Caste certificates will be issued to all the students studying in class 8th every year as per the time schedule given below :-

6. All application forms of a
particular School may be sent to the Tehsildar / Naib Tehsildar concerned
preferably at one go so that the certificates are issued and sent back to the
Head masters of Government
Schools/Private Schools for distribution to the concerned students. The Head
Teacher/Head Master shall be responsible for getting the application forms
filled and files prepared of all the students presently studying in Class-VIII
to XII will be issued these certificates during the months of January, 2004 to
March, 2004. The schedule will be finalized by the concerned Deputy Commissioner
in this regard.
7.
It has been further decided that in case of SC/BC students claiming
benefit under various welfare schemes upto Class IX, the benefits will be given
by the Head Master/Head Teacher after getting the verification done from
Sarpanch/ Namberdar/MC and a caste certificate issued by the CRO (Tehsildar /
Naib Tehsildar) may not be demanded for this purpose by the School authorities.
8.
The matter regarding issue of income certificate to the students for
claiming various benefits in educational institutions has been considered and it
has been decided that in future the income certificate for educational purpose
will be issued by the CRO (Tehsildar / Naib Tehsildar concerned) and income
certificate for other purposes by the SDO (C) concerned taking into account
income of the applicant from various sources including agriculture, trade,
profession, salary etc. The verification will be got done through the
subordinate revenue staff in case of applicants residing in rural areas and
through the Executive Officers/Secretary of the concerned Municipal
Committee/Council/Municipal Corporation in case of applicants residing in urban
areas.
9. It has also been brought to the
notice of the Government that when posts are advertised, fairly large number of
candidates apply for such posts and Haryana Public Service Commission/Haryana
Staff Selection Commission /Department demand attested copies of Resident/Caste
certificates and other documents from the candidates. This creates not only
financial problems for the unemployed youths but also increases the work load in
the offices. Similar is the position in case of admission to
educational/professional Engineering institutions. To give relief to the public,
it has been decided that at the time of applying for job or for admission in
educational institutions including technical/professional institutions etc. self
attested photo copy of the certificate about the residence and caste status
shall be sufficient and at the time of final interview/selection, original
papers including castes and Resident certificate issued by the competent
authorities may be obtained/examined/inspected by the concerned
departments/institutions and attested copies thereof be kept in record. The fact
may also be cross checked/verified at the time of verification of the
antecedents of the applicants before he/she joins the Government service.
Similar practice will be followed for degrees/mark sheets/other certificates of
academic qualifications. Necessary action to amend/revise the application form
in this regard shall be taken by Haryana Public Service Commission/ Haryana
Staff Selection Commission/Head of the Departments/Universities etc. at their
own level under intimation to the Government.
